Yet Texas under Perry faces a shortfall of at least $11 billion during the next two years and has propped up state coffers with federal stimulus dollars the governor claims to despise. State leaders say Congress' revamp of health care will require Texas to spend more to cover the poor, which may force them to cut other vital programs such as schools, roads and prisons. But an advocate for the poor says Texas' GOP leaders greatly exaggerate the new burden on state taxpayers - and ignore how the federal overhaul should ease pressure for ever-higher premiums on those who are already insured and decrease the need for taxpayer money for charity hospitals. Remodeling members of NAHB have visited Capitol Hill and the White House in recent weeks in an effort to delay the U.S. Environmental Protection Agency's implementation of new Lead Safe Work Practices for contractors working on older homes. The EPA only began certifying trainers for the regulation last July, and with the new rules set to go into effect in a matter of weeks - on April 22 - there are still only a small number around the country who are qualified to teach contractors and their subs what they need to do to comply. No settlement in $58 million judgment against homebuilder

Mediation efforts were unsuccessful Monday between an elderly Fort Worth-area couple and the politically powerful Houston homebuilder who lost a $58 million judgment to them, the couple's lawyers said. Van Shaw and Dan Hagood, attorneys for Robert and Jane Cull of Mansfield, said they failed to reach an agreement with lawyers for Perry Homes owner Bob Perry, once considered one of the nation's largest political donors. A Fort Worth judge had ordered the mediation to avoid appeals after the $58 million verdict against Perry and a home warranty company earlier this month. The Culls' attorneys said they were not surprised by the lack of a settlement. More

EPA announces new strategy for protecting drinking water

The Environmental Protection Agency is tightening drinking water standards to impose stricter limits on four contaminants that can cause cancer. Lisa Jackson, EPA administrator, said the agency is developing stricter regulations for the chemical compounds tetrachloroethylene, trichloroethylene, acrylamide, and epichlorohydrin. More
