NLRB union poster rule delayed while challenge proceeds

The National Labor Relations Board can't require businesses to tell workers their union rights on a workplace poster while challenges to a judge's ruling upholding the rule proceed, an appeals court said. The U.S. Court of Appeals in Washington granted a request by the National Association of Manufacturers, the National Right to Work Legal Defense and Education Foundation and other business lobby groups who claim allowing enactment of the rule would affect more than 6 million employers who otherwise wouldn't be subject to NLRB regulation. Despite today's uncertain economic climate, a noted residential analyst sees a "slow upturn" ahead for the Texas housing market. Dr. Jim Gaines, research economist for the Real Estate Center at Texas A&M University, is optimistic about the state's home sales in coming months. "Home sales in the state rebounded a very modest 0.7 percent in 2011," he said. "That was a big improvement over the 4.5 percent decline in 2010. A gradual improvement in monthly sales moving toward the long-term norm is expected to continue into 2013." More

Solar roof shingles come to Texas

Solar roof shingles, the first of their kind, are now available in Texas, courtesy of the Dow Chemical Company, according to a company announcement. Dow announced it had launched its solar shingles in California and Central Texas, allowing customers to buy and install the power-generating roof shingles through authorized dealers. More

Here's a sign that sellers are feeling more optimistic about their prospects this spring: Median asking prices in March jumped by 5.6 percent from a year ago, and were up 1 percent from February, according to a new report. The jump in median asking prices comes amid a sharp drop in the number of homes listed for sale from one year ago. While listing inventories in March rose by 1.5 percent from February, they were still 21.5 percent below last year's levels. More

A diverse group of 33 lenders, housing professionals, consumer advocates and civil rights organizations came together today to call on the CFPB to issue broadly defined and clear Qualified Mortgage (QM) standards as part of the forthcoming Ability to Repay regulation. The organizations wrote to Richard Cordray, Director of the Consumer Financial Protection Bureau, that a narrowly defined QM would undermine prospects for a housing recovery and threaten the redevelopment of a sound mortgage market. Lenders have moved to foreclose on fewer Bexar County properties so far this year than in 2011 — a hopeful sign despite a bump in postings for the upcoming May auction. March existing home sales down 2.6 percent

Sales of previously owned homes in the U.S. fell in March for the second-straight month, a sign that the housing market's long-awaited recovery may be flagging. Commercial drivers carrying passengers in small buses and vans across the Hidalgo and Anzalduas bridges into Mexico will pay higher tolls. The McAllen-Hidalgo International Toll Bridge Board approved a plan Monday to charge $7 for all two-axle commercial vehicles and $9 for all three-axle commercial vehicles, said Rigo Villarreal, who oversees both crossings as McAllen's superintendent of bridges. Texas ranks No. 10 for clean energy jobs planned in the first quarter of 2012, a new report shows. In the first quarter, 1,681 total new clean energy job announcements were reported in Texas, an analysis from Environmental Entrepreneurs states. Those jobs stem from six formally announced projects. Of those jobs, 295 are from projects in operation, 286 are from projects in progress — any project in construction or any program that has been initiated — and 1,100 are from projects in the earlier stages of development.
