By the time she, her boyfriend and their real estate agent drove up to the house, they found a "sold" sign planted in the front yard. Confused, they approached the house anyway. The S&P/Case-Shiller national home price index, which covers more than 80 percent of the housing market in the United States, climbed 6.9 percent in the three months ending June 30 compared to the first three months of 2012. "We seem to be witnessing exactly what we needed for a sustained recovery; monthly increases coupled with improving annual rates of change," said David Blitzer, a spokesman for S&P, in a statement. A month after losing a costly and long-coveted bid for the U.S. Senate, Lt. Gov. David Dewhurst turned his political sights back on the Texas Capitol and said he would seek a fourth term in his powerful state office. The line of prominent Republicans eyeing the lieutenant governor's seat in 2014 is already growing long, and Dewhurst's announcement at the Republican National Convention in Tampa, Fla., didn't change their plans — or even convince them that Dewhurst would really be on the ballot in two years. Report: Mass deportation could cost Texas billions

A recent study by the Center for American Progress concludes that the Texas economy would suffer a net economic loss in the billions if group deportations of illegal immigrants occurred at even moderate levels. The progressive think tank concluded that even if as few as 15 percent of Texans living in the state illegally were removed at once, it would mean an annual $11.7 billion loss for Texas' gross state product, increasing to more than $77 billion if all 1.65 million estimated illegal immigrants were removed from the state. It's a story that has people outraged: A group of construction workers from El Paso, hired to build a new hotel in Midland, end up living in deplorable conditions and they claim they haven't been fully paid for the job. Now construction companies in West Texas say this problem is common in the booming economy. Jimmy Henderson, the owner of Greenstreet Construction in Lubbock is in charge of building this hotel. He's been in the business for 18 years and says this is the toughest area he has ever worked in. More

Kyle gets initial approval to use fine for water conservation projects

Kyle has received preliminary approval to proceed with a water conservation project in lieu of paying a $46,000 fine the Edwards Aquifer Authority levied against the city for overpumping last year. Kyle Utilities Coordinator Jason Biemer said the aquifer authority's enforcement committee voted to use that money on a project to reduce the amount of water the city loses through leaks. More

Agency to explain border fence construction

Officials from a U.S. agency that monitors the U.S.-Mexico border are to explain why they're allowing construction of border fence segments in the Rio Grande flood plain. Earlier this year, the U.S. side of the International Boundary and Water Commission withdrew its objection to border fence construction in the flood plain, finding it wouldn't obstruct the flow of the Rio Grande significantly. The Federal Reserve says the U.S. economy expanded at a moderate pace in July and early August, buoyed by stronger retail sales. The Fed report said nine of its 12 districts reported growth that was "modest" or "moderate" and pointed to strength in tourism, although manufacturing was generally described as weaker. More

Exelon quits Texas nuclear plant project

Exelon is halting efforts to gain federal regulatory approvals for new nuclear construction in Victoria County, Texas. The company notified the Nuclear Regulatory Commission that it will withdraw its Early Site Permit application for an 11,500-acre tract southeast of Victoria, the Chicago-based energy company said in a statement. Exelon said its decision was a result of low natural gas prices and economic and market conditions that have made construction of new nuclear power plants uneconomical now and for the foreseeable future.
